This section covers the problems surrounding the making of this study. It is divided into three main issues: (1) the inequality of education in Latin America and Colombia; (2) the absence of high-quality and relevant teacher professional development programs in the region; and (3) the prevalence of traditional reading-writing instruction approaches based on autonomous models of literacy in the region.
