Centro de Rehabilitación y Reeducación Hogar Amanecer de Vida

Abstract

Existe en el departamento del Atlántico una creciente preocupación asociada a la tendencia de los jóvenes al consumo de sustancias psicoactivas (SPA) a temprana edad, y la predisposición de esta población a vincularse a grupos delincuenciales. Se propone entonces como solución un centro de rehabilitación y reeducación, donde por medio de actividades al aire libre complementadas con terapia intensiva el interno pueda vincularse efectivamente a la sociedad.

Las instalaciones del proyecto Hogar Amanecer de Vida están adecuadas en base a las necesidades de los usuarios, 300 jóvenes de sexo masculino con edades comprendidas entre los 12 y 18 años del Atlántico, remitidos directamente del Sistema de Responsabilidad Penal para Adolescentes (SRPA) del Instituto Colombiano de Bienestar Familiar (ICBF). Se cubrirá, con el proyecto, aproximadamente un 53% de la demanda de los centros de rehabilitación (incluye los centros ya existentes).

Para el diseño del centro fue necesario un enfoque integral desde las diferentes áreas de la Ingeniería Civil: ambiental, estructural, geotecnia, hidráulica, pavimentos, sanitaria, transporte y vías; cumpliendo con las normativas actuales y vigentes para cada una de ellas. Igualmente, se estimaron tiempos de ejecución de las actividades y la respectiva evaluación de costos. En esta etapa se presentaron limitantes con respecto a la ubicación del terreno y escasa información con respecto al flujo vehicular en el sector.

Con el proyecto Hogar Amanecer de Vida se espera minimizar la reincidencia de los jóvenes infractores, garantizando su reinserción efectiva a la comunidad, y de igual manera mejorar la calidad de vida de estas personas.

There is a growing concern in the department of Atlántico, associated with the tendency of young people to use psychoactive substances (SPA) at an early age, and the predisposition of this population to be linked to delinquency groups. It is proposed as a solution a rehabilitation and re-education center, where thought outdoor activities complemented with intensive therapy the intern can effectively be linked to society.

The facilities of Hogar Amanecer de Vida are adequate based on the needs of the users, 300 young men between 12 and 18 years old from the department, sent directly from Sistema de Responsabilidad Penal para Adolescentes (SRPA) of Instituto Colombiano de Bienestar Familiar (ICBF). Approximately 53% of the demand from rehabilitation centers (including existing centers) will be covered with the project.

For the design of the project, an integral approach was needed from the different areas of Civil Engineering: environmental, structural, geotechnical, hydraulic, pavements, sanitary, transport and roads; Complying with current regulations for each of them. Likewise, the execution times of the activities and the respective cost evaluation were estimated. At this stage, there were limitations regarding the location of the land and poor information regarding the traffic flow in the area.

With the project Hogar Amanecer de Vida, it is hoped to minimize the recidivism of young lawbrakers, guaranteeing their effective reintegration into the community, and to improve the quality of life of these people.
