Centro deportivo para discapacitados "Eliécer Oquendo"

Abstract

Las cifras de la Organización Mundial de la Salud ponen de manifiesto que en el mundo existen más de mil millones de personas que sufren algún tipo de discapacidad, es decir, 1 de cada 7 personas sobre el planeta pertenece a este grupo. Por lo general, estas personas tienen dificultad en encontrar servicios que satisfagan sus necesidades especiales.

En particular, en el departamento del Atlántico existen unas 22mil personas en esta condición (DANE, 2013). Estas personas cuentan con muy pocas instalaciones que tengan la infraestructura adecuada para desarrollar actividades que vayan más allá de la rehabilitación física asistida. Se ha demostrado que las actividades de tipo lúdico-deportivo sirven como factor de integración social y ayudan en el proceso de rehabilitación tanto física como mental. El presente proyecto plasma una propuesta enfocada a satisfacer esta necesidad mediante el diseño de un centro deportivo con instalaciones especializadas para personas en condición de discapacidad, desde los diferentes ámbitos de la Ingeniería Civil.

El proyecto, polideportivo “Eliécer Oquendo”, llamado así en honor al tenista paralímpico colombiano del mismo nombre, estará ubicado en el municipio de Puerto Colombia y plantea la construcción de un edificio de tres pisos en el cual estarán alojados los servicios administrativos, un gimnasio con maquinaria idónea y salones para actividades grupales. En el lote del proyecto se ubicarán también un coliseo para encuentros deportivos y socio-culturales, zonas verdes, parque infantil, canchas para diferentes disciplinas deportivas, piscinas, una cafetería y una enfermería.

Statistics from the World Health Organization show that there is more than a billion of people who suffer some type of disability in the world, that is, 1 out of 7 people in the planet belongs to this group. Usually, it is difficult for this people to find services that meet their special needs.

Particularly, in the department of Atlántico there are about 22000people in this condition (DANE, 2013). This people have very few facilities to their disposition with the adequate infrastructure to develop activities that go beyond physical rehabilitation in health centers. It has been proven that recreational activities promote social integration and help in the process of physical and mental rehabilitation. This project presents a proposal focused on satisfying this need through the design of a sports center with specialized facilities for people with disabilities, from the different fields of Civil Engineering.

The project, Sports Centre "Eliécer Oquendo", named after the Colombian Paralympic tennis player, will be located in the municipality of Puerto Colombia and it proposes the construction of a three-storey building in which administrative services, a gymnasium with suitable machinery for disabled people and rooms for group activities will be placed. In the terrain where the project will be built, a coliseum for sports and socio-cultural meetings, green areas, children's playgrounds, courts for different sports disciplines, swimming pools, a cafeteria and a nursery will also be located.
