Diagnosis de las barreras de implementación de herramientas colaborativas de port community systems en los puertos del departamento del Atlántico en Colombia

Abstract

En la comunidad portuaria del Atlántico, no se goza de una integración adecuada y eficiente de sus diferentes actores, y es evidente que las terminales portuarias del departamento no están a la vanguardia con respecto a países desarrollados. Por tal razón, a fin de aumentar las participaciones comerciales nacionales e incrementar la competitividad del sector mediante la implementación de herramientas como Port Community System una de las etapas previas y vitales para aumentar la viabilidad del proyecto, es la exploración e identificación de los principales obstáculos que se presentan a la hora de sentar las bases para la implementación de este tipo de herramientas. Es por eso que por medio del siguiente proyecto se busca identificar y priorizar las barreras u obstáculos que puedan surgir durante la implementación de herramientas tecnológicas y sus distintos escenarios de aplicación. Mediante el uso de encuestas como principal instrumento en la recolección de datos, analizando y cuantificando las causas, para crear una idea de la situación que puede presentarse en los puertos del Atlántico si estos pretenden renovarse en temas de tecnologías de información. Los resultados del instrumento reflejan que las principales barreras que se encontraron están relacionadas con el hecho de que el 86% de los encuestado considera que NO existe un tipo de liderazgo local en cuanto a la regulación de la operación que realiza con los demás actores de la sociedad portuaria, el 72% de los encuestados NO conoce algún tipo de estudio o rediseño para la estandarización de información y documentos que le permita sentar las bases para un proyecto PCS de integración de la información y servicios; y el 67% de los encuestados NO conocía o estaba familiarizado con la herramienta de Port Community System (PCS).

In the Atlantico port community, there is not adequate and efficient integration of its different actors, and it is clear that the port terminals of the Department are not at the forefront with respect to developed. For this reason, in order to increase the national commercial stakes and to increase the competitiveness of the sector by means of the implementation of tools like PCS, one of the previous and vital stages to increase the viability of the project is the exploration and identification of the main obstacles that arise when laying the foundations for the implementation of this type of tools. That is why the next project aims to identify and prioritize barriers or obstacles that may arise during the implementation of technological tools and their different application scenarios. Through the use of surveys as main instrument in data collection, analyzing and quantifying the causes, to create an idea of the situation that can arise in the ports of the Atlántico if they intend to renew themselves in matters of technologies of Information. The results of the instrument reflect that the main barriers found are related to the fact that: 86% of respondents believe that there is no kind of local leadership in terms of the regulation of the operation carried out with the other actors of the Port society, 72% of respondents do not know of any type of study or redesign for standardization of information and documents that will allow it to lay the foundation for a PCS project for integrating information and services; and 67% of respondents did not know or were familiar with the Port Community System (PCS) tool.
